You may use a white cotton blouse and make a separate skirt or the entire costume may be made of crepe paper sewed to a muslin slip. Make the skirt long enough to come 3″ or 4″ below the knees after 2″ has been turned under and stitched to represent a hem. Use 2 1/2″ yds. for fullness and stitch to 1″ wide waistband, at the same time stitching panniers in place.
For panniers, cut a piece of blue crepe 20″ wide, 30″ long in shape of Fig. E. Turn curved edges under 1″ and stitch. Cut flowers from the wrapping paper and paste 6″ apart all over the shaped piece. Double through the middle of 22″ side and seam. Gather the now straight edge, drawing up to about 8″. Make two and sew one to skirt at each side, about 4″ from front edge of bodice when it is laced as shown in illustration. Tuck the seamed end in and fold as shown in illustration.
Make bodice of a double thickness of black, Fig. F. Punch holes in front edges and lace with black ribbon. Turn under at back edges and sew snap fasteners in place.
