How to Make Crinkled Crepe Paper
Remove the paper from the packet. Roll round and round a round stick of suitable size (a broom stick is about the right size). Place the end of the stick against some firm object and push the crepe paper down very hard. Begin near the bottom and push down a small section at a time. Repeat until the entire width is crinkled. Slip the paper off the stick and unfold.
