Making a Fluted Edge with Crepe Paper
Hold the edge of the crepe paper between the thumbs and forefingers of both hands, then push away from you with the left thumb and pull forward with the right forefinger. Move the paper a bit and repeat until the whole strip is fluted.
The paper may often be fluted before the paper is removed from the packet.
Slip the paper out from the packet a little way and stretch all thicknesses at once.
